that’s the USB-to-UART converter “FT232R”, not the microprocessor. Both bridges (pins 19 & 20 and 25 & 26) are there by default, so it’s ok like that.
LD1 blinking is ok, too, so the ATmega seems to work.
You mentioned that something gets hot - which device or IC is it?
